City Announces Food Truck Pilot Program Solution

Interim City Manager Danielle West today announced that all 14 food trucks that applied to operate in the City’s pilot program will be able to locate in the Cutter Street lot on the Eastern Promenade. The pilot program will run from June 15 to November 15. The City is not charging food trucks a license fee to operate in this public space during the pilot season.  

“I want to thank the food truck operators who were able to meet so quickly with me yesterday following the lottery so we could explore a solution,” said Danielle West, Portland’s Interim City Manager. “I appreciated hearing their thoughts and feedback regarding our plans for the food truck pilot program on the Eastern Promenade this season. I realize how important it is for them to know in advance where they can locate and operate. Given we are very close to the start of this pilot program, I wanted to make every effort to see if we could accommodate all of the food trucks that applied. After receiving the various truck dimensions from the operators, I’m happy to report that staff were able to reconfigure the space we have available in order to accommodate all 14 trucks.” 

As with any pilot program the City operates, it is a learning experience. The City is accountable to a wide variety of constituencies and it must take all of these factors into account when making operational decisions. City staff will continue to analyze how this program operates this season, review feedback received about the program, and seek to make any necessary adjustments for how it runs in the future. 

City staff first presented concepts for a pilot program back in the fall of 2021 after receiving numerous complaints about food truck operations along the Eastern Promenade road related to excess trash, noise, traffic, and pedestrian safety. The concepts were reviewed by two City Council committees and the Parks Commission as well as an enormous amount of public feedback before the Interim City Manager made the final decision.

In addition to the Eastern Prom, Portland’s Food Truck Rules offer numerous locations in which food trucks can locate.
