West Commercial Street Storm Drain Improvements Project

WestCommerical_Project_Area

The Portland Department of Public Works would like to inform you regarding an upcoming storm drain project on West Commercial Street in Portland.

The project was successfully bid and the construction contract has been awarded to Gorham Sand & Gravel at a contract price of $581,285.45. The contractor will begin mobilizing to the site around October 12, 2020. The contractor will begin the project by installing traffic control devices which will include the placement of cones, barrels, signage and message boards. The project is scheduled to be substantially completed by December 1, 2020.

The project is located on West Commercial Street between Cassidy Point Drive and the Casco Bay Bridge. The attached map will assist in defining the project boundaries. The project will construct a new storm drain system in this section of West Commercial Street to alleviate flooding which has been occurring regularly over the last year. The flooding has been caused by an existing 100 year old storm drain pipe which has collapsed. The new storm drain pipe system has been designed with significantly more capacity to provide more system resilience during heavy rains which will help prevent any future flooding in this section of West Commercial Street.

Project work will typically run from 7:00am to 7:00pm Monday through Friday. For a majority of the project the contractor will be implementing a traffic lane shift to move traffic around the work zone. The lane shift will allow traffic to remain flowing in both directions during the work day.

The contractor will be constructing a temporary gravel road extension as part of the lane shift. This will allow two 12’ wide travel lanes to remain open. Motorists are urged to drive slowly through this area. There may be times throughout the project when the contractor will be required to reduce the travel way to flagger controlled alternating one way traffic (stop and go). This will only be allowed during non-peak traffic hours (9:00am-3:00pm). Please use caution driving through the work zone to help keep the crews and other vehicles safe during the project.

An inspector from Gorrill Palmer will be providing daily onsite inspections on behalf of the City and will be available to help assist with any issues that may arise during the project.

If you have any questions or concerns please don’t hesitate to contact Public Works. Justin Pellerin is the project manager and can be reached at 212 Canco Road, Suite B, Portland Maine, 04103, 207-874-8828 or JRP@Portlandmaine.gov.
