To residents and property owners: North River IV, LLC has submitted a Level 3 site plan application to amend the existing parking lot configuration and parking space requirement for Portland Square One and Two located at 1 Portland Square. The application seeks to reduce the number of surface parking spaces and includes a parking demand analysis for Portland Square One and Two to justify the reduction. The site plan also includes a reconfiguration of the parking lot bound by Cross, Center, Commercial, and Fore Streets. The reconfiguration will allow a 0.55 acre portion of the lower lot to be transferred to the Fathom Company for the development of a hotel (a separate application is pending). The total site has 6.45 acres and is in the B-3 zone. The applicant has also submitted a separate Master Development Plan application for a phased mixed-use development, including structured parking (a separate notice sent for that application). The site plan is subject to review under Portland's site plan standards and as an amendment to Maine's Site Location of Development permit, which will be reviewed under Portland's delegated review authority. 

In accordance with the Portland Land Use Ordinance, notices of receipt of a Level 3: Site Plan application must be sent to property owners within 500 ft. of the subject property (or 1,000 ft. if the project is a subdivision or map amendment for a site located within an Industrial Zone). You will be notified of future Planning Board meetings by receiving notices from the Planning Division prior to any workshops or public hearings.

Written comments should be submitted to planningboard@portlandmaine.gov.
