Housing & Community Development Accepting Housing Trust Fund Applications


The City of Portland’s Division of Housing and Community Development will accept applications as of July 1 for Housing Trust Funds used towards the development of affordable housing in the city of Portland.

For fiscal year 2018-2019, the City is providing Housing Trust Funds in the amount of $913,000 for developments that create housing that promotes economic diversity in the neighborhood in which the development is located. All projects must address the housing needs of the very low, low, and median income households.

Housing Trust Funds should be a resource of last resort and should be focused on opportunities where other funding sources do not work or are not effective, such as projects designed to create housing affordable to households earning at or below 50% of the area median income, or projects designed to create housing affordable to households earning 80% to 120% of the area median income. 

Development projects should promote the efficient use of land in locations in proximity to shopping, work places, and community facilities. They should also incorporate high standards of design, energy efficiency, “green” design, and social sustainability. 

Applications will be accepted until all budgeted funds are allocated. However, the City may keep in reserve $500,000. 

The application outlines the selection criteria which all projects applying for funds must meet, as well as the scoring factors which will be used by the City of Portland to evaluate the applications.
