Washington Avenue Sewer Separation Work Begins April 2

The City of Portland’s contractor, D&C Construction, will begin work April 2 on a sewer separation project within Washington Avenue, and Walnut, North, and Madison Streets, to reduce combined sewer overflow in Back Cove, and comply with EPA requirements. The project includes the installation of new storm drains and sewer mains that will help improve and protect the water quality in Back Cove and Casco Bay, upgrade the area’s drinking water systems, and improve two pedestrian crossings at Fox/Walnut and Monroe Streets. In total, the project will construct 2,000 linear feet of new storm drain and another 2,000 feet of new sewer main. New pavement is included along Walnut and Washington Avenue at the end of the project and new underground conduits will be installed to address future traffic needs at the intersection of Walnut, Fox, and Washington. 

During the project, working hours within Washington Avenue will be from 7:00 AM to 7:00 PM. The roadway will remain open, but there will be one lane open at times, and flaggers and construction ongoing. There may be times when motorists may experience traffic delays due to construction activities. If possible, seek alternate route to avoid delays. Parking restrictions will also be in place along Washington Avenue. In July, Walnut Street will be closed to local traffic only. Temporary water lines will be installed running across yards and connecting to houses in some cases. 

The City is working with contractor to limit work on Washington to a minimum between July 4th and Labor Day.

Updated project timeline

  • Start of construction - April 2018

  • Project will start by installing water valves and temporary water

  • Once water is active (April) contractor will start storm, sewer, and water work on Washington Ave and work through July installing utilities.

  • In August the contractor will be reconstructing Washington Ave and doing sidewalk work.

  • Work on Walnut and North Street will start end of July.

  • During August and September the contractor will install storm, sewer and water on Walnut and North St.

  • Roadway reconstruction will occur on Walnut and North in October and November. 

  • Base Paving will occur throughout project as work is complete                               

  • Project will be substantially complete by end of November.

  • Final Paving and Misc. restoration to occur in the spring of 2019
