About the Committee

The Sound Oversight Committee meets on an as needed basis, as issues arise with entertainment licenses within the City of Portland. Please contact Lt. Kevin Cashman with any ongoing entertainment (sound) issues. IF your sound issue is in progress, please contact our Dispatch center at 874-8575. 

The Sound Oversight Committee will meet with new or existing entertainment licensees at the discretion of the committee. Typical resolutions include advising applicants of actions they can take to mitigate noise and making any recommendations regarding noise mitigation it deems necessary to the City Council for consideration.

The Sound Oversight Committee consists of four members appointed by the City Council with the following requirements:
  • One member must be a city employee nominated by the city manager
  • One member must be a police officer nominated by Portland’s Downtown District Board
  • One member must be an entertainment licensee nominated by the Nightlife Oversight Committee
The police officer acts as the chair of the committee and is a nonvoting member, except for casting the deciding vote in the event of a tie.
