Permitting & Regulatory Assistance

Whether you are opening a new business, expanding or moving to a new location in Portland, the Housing & Economic Development Department is pleased to help you navigate through the licensing, permitting, and regulatory processes. Our goal is facilitate opening and growing your business here in Portland. If we don’t know the answers to questions you may have, we’ll find the expert City staff that can help you.
Prior to applying for permits to modify and/or construct new space for your business, here are some direct sources of assistance.

For questions that relate to building code requirements, a Plan Review Meeting with a City building code reviewer can be scheduled by emailing or calling 874-8703. These are generally half hour meetings held Mondays and Wednesdays between 1:00 and 3:00 PM, and Tuesdays and Thursdays between 8:00 and 10:00 AM. If you have questions about fire code requirements, for a phone conversation or an in-person meeting with a City fire inspector contact 874-8400.

A Pre-Application Meeting is an option if you are in the early stages of planning your project and have a wide range of questions. City staff attending this meeting will include individuals from each department that will have some review authority over your project (for example, zoning, licensing, planning, historic preservation, public works, fire, and inspections/permitting).
