Application Overview

This section of the website provides information about preparing an application to the Planning and Urban Development Department.  Before you apply, follow the steps below to make sure that you are ready to begin your application. 

STEP 1. Have you confirmed your project address is listed with the Assessing Department?

Note: Often applicants find the parcel ID does not match the street address exactly.  It is important to verify with the Assessing database to make sure you are selecting the correct parcel and street address.  When you apply, if the address search turns up zero results, please switch to the parcel search and enter the information from the assessing database.  Please note there are two spaces between the chart and block 123^^A001.  Still having trouble?  Refer to Step 6  of the Instructions on How to apply through Citizen Self Service.

STEP 2.  Have you prepared a Project Summary and saved it as a PDF? 

A project summary is a written description of the project.  It is a required document and should include the following information:

Site Plan 
Historic Preservation
Project Name and Location
Project Location
Proposed usesProject description including scope of work
Building sizeElevations showing proposed alterations
Number of residential unitsPhotographs of the building
Square footage of commercial space
Number of parking spaces

STEP 3.  Do you know your application type?  Have you downloaded the checklist of required documents and drawings?  Checked what the required fees will be? 

Each application type has different submittal requirements and review standards.  Be sure that you are applying under the correct application type. 

If an application is missing items from the submittal checklist, it may be deemed incomplete.  Checklists are fillable PDF forms.  Checklists should be downloaded, filled out electronically, and saved for uploading with files in Step 4. 

Site Plan, Subdivision, and Land Use Code Amendment Checklists

Minor Site PlanChecklist
Staff review of minor site alterations, creation of impervious surface, construction of less than 10,000 SF in certain zones, or smaller changes of use.   
Major Site PlanChecklist
Planning Board review of major projects, such as multi-family developments, construction over 10,000 SF in certain zones, major site alteration or creation of impervious surface, and larger changes of use.  For the checklist for major or minor amendments to approved site plans, click here.
Planning Board review of the division of land into three or more lots within any 5-year period.  
Master Development PlanChecklist
Planning Board review of large, multi-phase development program consisting of multiple buildings and site improvements on a site of one acre or more. For the checklist for amendments to approved master development plans, click here .
Conditional UseChecklist
Planning Board review of certain conditional uses listed in Section 6.5 of the land use code. 
Text AmendmentChecklist
Review of a change to the text of the land use code (Chapter 14 of the City's Code of Ordinances).
Map AmendmentChecklist
Review of a change to the City's zoning map.
Text and Map Amendment
Review of a combined text amendment to the land use code and a change to the City's zoning map. 
Contract or Conditional Rezoning
Review of a proposal for a combined text amendment and map change through a contract or conditional rezone.

Historic Preservation Checklists

Historic Preservation Board Review - Small Project
Historic Preservation Board review of project involving limited scope of work.

Historic Preservation Board review of major project involving 1) new construction or building addition exceeding 10,000 sq. ft. or 2) comprehensive rehabilitation/redesign of existing structure. 
Historic Preservation After-the-Fact Review
Review of work commenced or completed without advance approval. 

Fee Schedules

Applications are subject to development review and historic preservation fees.  After review of your application submission, you will receive an e-mail with instructions on how to view and pay your invoice.  Payments will be made online.  Learn how to pay your invoice by reviewing the Instructions on how to pay your invoice.

STEP 4.  Are each one of your drawings and renderings saved in individual PDF file format?  Do they have a descriptive PDF file name?  

When preparing your PDF files for uploading, please refer to the Instructions on how to upload documents and drawings to Electronic Plan Review (e-Plan).

STEP 5.  You are ready to begin!
